Diagnosis of the reality and the educational policies of the municipality
The first step is to make a diagnosis of the situation of education in the city, taking into account the holistic vision of the educating city. This diagnosis should examine in detail different areas in order to facilitate the analysis of the state of education in the municipality, highlighting the main challenges and identifying the resources available in order to address such challenges. In the bulk of the literature on the development of instruments such as city or town education plans, it is considered that the diagnosis must be composed of at least three maps:
- Socio-educational map: is a collection and analysis of socio-demographic data of Torrelles de Llobregat, as well as data on school enrollment in the territory.
- Map of Educational Resources: collects the set of educational offer (formal and non-formal) existing in the territory that includes agents and resources related to education, such as: significant educational actors in the territory (institutions, facilities or entities), educational activities and programs, and relational networks and spaces linked to education.
- Map of citizen visions: aims to build a good sample of what are the main concerns shared by citizens, and see how the main strengths and weaknesses of the town in the field of education are defined.
In the case of the PEC of Torrelles de Llobregat, these three maps that structure the diagnoses of the City Education Plans have been analyzed organized in two large blocks that make up the PEC Diagnosis.
On the one hand, an analysis of the educational reality has been developed, which would bring together both the socio-educational map and the map of citizen visions. In this way, both the socio-educational reality of the municipality and the perceptions that citizens express about it and that, therefore, allows us to detect needs, opportunities, risks, etc. are analyzed together. from a broad perspective.
On the other hand, an analysis of the educational policies of the municipality has been developed, which would include the map of educational resources, but also complement this information with a review of the course of these policies, the analysis of the structural framework of development of these, the incidence of the strategic planning in the municipality with impacts on the educational field, as well as the analysis and evaluation of these policies.

Once the dDiagnosis has been drawn up, the second major action is the design of the PEC. This includes the definition of the strategic framework on which the Plan is based, the preparation of proposals for action in a participatory manner for the subsequent definition of the Action Plan and its systematization.
